The Salem Navigation Center is a first-of-its-kind low-barrier shelter—a space where people can come as they are with their pets and possessions—that supports Marion County’s houseless population. The navigation center uses sustainable design strategies that enable them to reach their goals of providing resources and amenities to at-risk populations.

By partnering with Energy Trust of Oregon, the navigation center was able to make informed, energy-efficient design decisions that have allowed them to lower their energy bills while providing 24/7 access to members of the community. The center was renovated from an office building and features 75 beds and intensive case management to connect people to health services and permanent housing.

The positive impact of this facility extends far beyond energy-efficient equipment and appliances. The long-term cost and energy savings help the City of Salem continue its life-saving work, empowering people to change their lives.
