Oregon Department of Energy recently announced that its two new federally funded energy rebate programs (also known as HOMES and HEAR) are inviting contractor enrollment to help deliver energy-saving upgrades to local families in communities across Oregon.

HOMES and HEAR rebates will be available for customers once ODOE receives U.S. DOE approval to launch—a requirement of the federal grant.

These rebates will be delivered through two programs: Home Efficiency Rebates, also known as HOMES, and Home Electrification and Appliance Rebates, also known as HEAR. The programs will provide rebates for high-efficiency home improvements and appliance installation to eligible single-family and multifamily households, particularly low- and moderate-income households.

Energy Trust will deliver rebates to customers of PGE and Pacific Power. Another Oregon nonprofit, Earth Advantage, will deliver the same offers to customers of consumer-owned utilities, meaning customers of all electric utilities in Oregon may be eligible for these rebates.

When HOMES and HEAR are launched, customers may be able to combine these federal rebates with Energy Trust incentives, stretching their rebate dollars further.

Most often, contractors and community-based organizations will be the ones bringing these rebates directly to customers in their local communities.

Energy Trust is inviting members of its Trade Ally Network to enroll as delivery partners for HOMES and HEAR, which will allow Oregon to draw on an existing network and systems that people and communities already know.

Contractor enrollment opens on Monday, Oct. 12, 2026, and contractors can apply on the program website.

In addition to contractor support, there are also multiple opportunities for community-based organizations to help bring HOMES and HEAR to more customers. Energy Trust has selected 12 of its community partners to provide support by helping families understand and navigate their options and guiding them through the participation process.

“We’re optimistic that U.S. DOE will approve Oregon’s home energy rebate programs for launch soon,” said ODOE Director Janine Benner. “Enrolling contractors now will help ensure that Oregonians across the state will have contractors available to complete energy efficiency projects once rebate applications are approved.”
