Energy Trust is developing its first multiyear plan in 2025, moving from an annual budgeting and planning process to a five-year plan for 2026-2030.
Planning for multiple years will provide more flexibility to respond to an ever-changing market and help Energy Trust think bigger and longer term to achieve energy goals and maximize customer benefits.
In February and March, Energy Trust will host five virtual workshops to gather input as a first step in this process, including hearing how potential activities and key strategies align with stakeholder priorities for 2026-2030.
There will be one workshop for each major customer type and one focused on serving rural customers:

Rooted in strategic planning
The multiyear plan will be based on Energy Trust’s 2025-2030 Strategic Plan, which sets top priorities for the coming years, including core work and areas the organization will focus on to achieve that work; it also includes desired outcomes and metrics for tracking progress to meet those outcomes.
The strategic plan was based on engagement and input from customers, advocates, utility partners and other stakeholders.
The multiyear plan will say how Energy Trust will achieve what’s in the strategic plan – what resources will be needed, where it will invest staff time, and what programs it will offer customers. In addition to energy savings and generation targets, the multiyear plan will include a business plan; a complementary funding strategy; human resource plan; a financial plan; and a plan management strategy.
Draft plan coming in August
Feedback from the upcoming workshops will inform the draft 2026-2030 Multiyear Plan that will be released for a six-week public comment period in August.
The final proposed 2026-2030 Multiyear Plan will be released in the fall. It will then go to Energy Trust’s board of directors for approval and would go into effect January 1, 2026.
